Ternary Decision Trees Add Uncertainty Zones at Decision Boundaries

Extends binary decision trees with a third 'uncertain' branch at each split, creating locally-adaptive uncertainty zones near decision boundaries. Instances close to thresholds get routed to the uncertainty branch rather than being forced into a confident prediction. Improves calibration and reliability for safety-critical tabular data applications.
