Maat: Agentic Legal Research Assistant Outperforms Claude and ChatGPT on Competition Law Case Retrieval

Published May 26 on arXiv (2605.27331), Maat is a ReAct-based agent specialized for competition law research that addresses hallucination and missing citations in general-purpose LLMs. The system combines RAG over official legal databases with inline citation grounding, web search fallback for coverage gaps, and user clarification prompts for ambiguous queries. Evaluation shows Maat significantly outperforms all baseline assistants including Claude, ChatGPT, SaulLM-7B, and LegalGPT on case-specific tasks, with dataset and code released publicly on GitHub.
