Morgan Stanley's 'Intelligence Factory' model projects a net U.S. power shortfall of 9–18 gigawatts through 2028, a 12–25% deficit relative to AI compute demand. Developers are already converting Bitcoin mining operations into HPC centers and deploying natural gas turbines and fuel cells to outpace grid expansion.
