Navigating the Socio-Technical Complexity Challenge in Quantum Software Ecosystems

Quantum computing stacks span heterogeneous hardware, SDKs, and application layers with few principled guides for choosing among them. Using Design Science Research, this paper offers a socio-technical framework for evaluating quantum-computing environment choices. Narrow, but a useful decision-making lens for engineers scoping early quantum-software tooling investments.
