AGENTS.md has crossed from convention into governed standard: 30+ tools read it natively (Claude Code, Copilot, Cursor, Codex, Gemini CLI, Windsurf, Devin, Aider, Amazon Q), adoption is past 60,000 repositories, and stewardship now sits with the Agentic AI Foundation under the Linux Foundation. Claude Code reads AGENTS.md in addition to CLAUDE.md, which remains its richer native format. Practical move for multi-tool repos: put build/test commands, conventions, and PR rules in AGENTS.md as the portable base layer, and reserve CLAUDE.md for Claude-specific context — one file per tool duplicating the same content is how instruction drift starts.
