Mike Masnick's July 29 piece dissects Amodei's stated position — no outright ban, but crack down on 'industrial-scale distillation operations,' mandate pre-release safety evaluations for all sufficiently capable models, and tighten chip export controls. His central charge is that the distillation clause carries no safety value: 'Testing catches dangerous capabilities regardless of how the model got them. The distillation crackdown adds nothing on safety. It only serves to kneecap cheaper competition.'
