Cloudflare Shipped Wallets and cloudflare.pay, Giving AI Agents a Handle and a Spending Limit

On August 4 Cloudflare announced Cloudflare Wallets and cloudflare.pay, pairing a stable identity handle for each agent with a programmable stablecoin wallet. The architecture is an Account Wallet the human controls plus Virtual Wallets issued to agents via API keys, with per-agent spending limits, approved-merchant lists, allowances, and max transaction sizes — so an agent can buy an API call without a human approving each payment. Handles are claimable now but funding and agent spend authorization are still 'coming soon,' which is the honest caveat: this is rails, not yet transactions.
