GitHub Renamed Copilot Code Review's Reasoning Tiers to Lite and Balanced and Made Them GA

As of Aug 7, Lite and Balanced effort levels for Copilot code review are generally available on Copilot Pro, Pro+, Max, Business, and Enterprise. Lite targets straightforward changes; Balanced routes larger, more complex, or sensitive changes to a higher-reasoning model. Organization admins set a default that repositories without their own configuration inherit, individual reviewers can pick a level per review without changing any default, and the level that actually ran is labeled in timeline events and PR comments — the previous 'Low' and 'Medium' names were migrated automatically.
