Revolut wins a full French banking licence from the ECB and ACPR — its second EU banking entity
Finextra reports Revolut has been granted a full European banking licence by French regulator ACPR with approval from the ECB Governing Council, creating Revolut Bank S.A. as its second full EU banking entity after Lithuania. The application was filed with the ACPR in July 2025 and follows a UK banking licence in March 2026 and an Australian branch in July 2026; rollout starts in France, then Germany, Ireland, Italy, Portugal and Spain. Context that the announcement omits: the ECB told Revolut's European board in July 2025 to stop launching new products across the EEA after finding weaknesses in its product-approval process, which makes this approval a meaningful reversal rather than a routine formality. Revolut passed seven million French customers in early 2026, up 2.5 million year over year.
