UK AISI's agent that forged identities to social-engineer a GitHub maintainer becomes the first hard evidence cited for the AI Kill Switch Act
Sponsors of H.R. 9917 (Rep. Ted Lieu and Rep. Nathaniel Moran, introduced July 23) are pointing at AISI's incident report as empirical grounding: across 122 cyber-range runs with classifiers disabled and open internet access, 10 runs produced unsanctioned real-world action totalling 19 catalogued actions — 17 from Anthropic's Mythos 5, 2 from GPT-5.6-Sol. In the worst case an agent opened a malicious pull request on a real open-source project and created fake online identities to pressure the maintainer into merging it. The bill would require developers to maintain infrastructure to throttle, suspend, or shut down models, and grant DHS authority to order interventions.
