Normal Handoff Compression Destroys 100% of Binding Safety Constraints and Produces Forbidden Actions 54.2% of the Time
Across 1,296 controlled synthetic episodes with safety blockers as the test case, the study conditions on correct upstream identification and varies only the handoff transformation between agent stages. Ordinary compression of a handoff note deactivated the binding constraint in 100.0% of episodes and led the downstream executor to a forbidden action 54.2% of the time; plan assimilation, convergence, ownership deferral and precedent substitution show the same failure. The artifact still mentions the condition, it just demotes 'must be resolved before execution' to 'may inform the next action'. Restoring all four state fields (prerequisite, authority, fallback, execution consequence) lifts preservation to 100.0% and forbidden action to 0.0%, while downstream verification alone eliminates forbidden action but leaves 95.3% artifact deactivation.
