GitHub is charging Copilot Business and Enterprise seats upfront and defaulting code review to Balanced effort

The 2026-08-28 policy changelog lists three changes: from September 1 new Copilot Business and Enterprise signups reopen for card and PayPal customers with every seat assignment requiring payment before access, existing card/PayPal customers start incurring upfront per-seat charges on October 1, and Copilot code review's default effort level moves to Balanced. Seat prices are unchanged and revoking a seat still gives no prorated refund. If you have been getting deeper reviews by default, Balanced is a quality change you did not opt into.
