Cline's catalog refresh silently changes the resolved default model for 57 providers to Claude Fable 5.1

v4.1.17 ships an unusually wide model-catalog refresh: ten new providers (including Volcengine Ark, SenseNova China, TokenRouter and above.dev) and a resolved-default change across 57 providers, with Anthropic moving from Claude Opus 5 to Claude Fable 5.1 and Bedrock, Vertex, OpenRouter, Vercel AI Gateway, Kilo Gateway and DigitalOcean following. If you use a provider without pinning a model, your next session runs on a different model than your last one. The release also fixes tool calling being silently disabled for Dify, SAP AI Core, opencode and Codex CLI models, whose empty capability lists were read as an authoritative denial that stripped every tool from the request.
