Copilot CLI v1.0.83-1 adds a `forceLoginOrgs` managed setting and fixes relative `--add-dir` resolution under `--resume` and `--worktree`

Enterprise admins can now pin sign-in to approved GitHub organizations via the `forceLoginOrgs` managed setting. The release also fixes a path bug that matters for scripted use: a relative `--add-dir` or `--plugin-dir` now resolves against the session's working directory under `--resume=<id>` and `--worktree` rather than the launch directory, and is resolved after `-C` is applied, so `-C` no longer has to come first on the command line. MCP configuration moves into the plugins dashboard, and plugin-contributed MCP servers stop being mislabelled 'User'.
