OpenAI commits $1B to put frontier cyber AI in the hands of essential-service defenders

OpenAI announced Daybreak for Frontline Defenders on 2026-09-03, a $1 billion commitment expanding access to frontier cyber AI, training and support for organizations running essential services. The program is the access channel that got GPT-6 Astra first: enrolled Daybreak organizations received the model ahead of Plus, Pro, Business and Enterprise subscribers. It lands the same week Google opened Fairwind and OpenAI rated Astra Critical for cyber capability.
