OpenAI's Chris Lehane calls for mandatory, capability-based national AI regulation and backs four California bills
In a September 9 post, OpenAI's chief global affairs officer wrote that 'the United States needs mandatory, capability-based national regulation that can evolve as the technology does,' covering testing standards, independent assessments, cybersecurity protections and incident reporting for frontier systems. OpenAI also endorsed California's SB 813 (independent safety assessment infrastructure), AB 1405 (AI auditor standards), SB 1119 (youth protections) and AB 1864 (bio-threat safeguards). The Hill ties the reversal to the rogue-agent breakouts; OpenAI's lobbying posture flipped within a week of those incidents.
