Preston Byrne answers Amodei's regulation plan with the Ofcom case file, not with theory
Byrne's 2026-09-13 essay takes Dario Amodei's three-part proposal (embedded evaluators with internal company access, democratic coordination including development rate limits, and global coordination) and argues each becomes politically captured the way Web 2.0 speech regulation did. His evidence is the SaSu case: Ofcom pursued a US mental-health site that had geoblocked the UK, accepted the fix, reversed under political pressure, and levied a £950,000 fine it never collected, across 480 days of enforcement. Whatever you think of the conclusion, it is the first rebuttal to Amodei's plan that argues from an enforcement record rather than from first principles.
