ChatGPT, fast-agent and MCP Inspector are the only clients on the Skills-over-MCP matrix, all marked Partial
The newly published MCP extension support matrix shows Skills over MCP (`io.modelcontextprotocol/skills`) with exactly three entries, all Partial: ChatGPT (importing skills from an MCP server), fast-agent, and MCP Inspector (skill verification via its CLI `--verify`). Claude web, Claude Desktop, Cursor, VS Code Copilot and Goose all show support for MCP Apps but nothing in the Skills column. If you are considering shipping skills over MCP instead of on disk, that is the current reach: one consumer product, one framework, one debugging tool.
