Two Correct O-RAN Agents From Different Vendors Jointly Wreck a Shared Resource Partition Neither Breaks Alone
arXiv 2609.18857 (16 Sep 2026) demonstrates on a live O-RAN system that independently deployed vendor rApps closing control loops over shared radio resources is unsafe: an agent protecting a latency SLA and one maximizing utilization for energy efficiency drive recurring opposing excursions that neither produces on its own. Existing conflict mitigation assumes a statically known application population and cannot govern run-time-emergent agent behavior. AURA admits actions only when they satisfy feasibility invariants, per-variable dwell times and a deadband, with a proved convergence guarantee, and on an OpenAirInterface testbed it cuts shared-state excursions from 8.4 to 0.4 PRB amplitude and cross-slice throughput starvation from 40-55% to 0.3%.
