GitLab 19.4 Prices the Seat as a Credit Allowance: 12 Credits Per Premium Seat, 24 Per Ultimate Seat, With Per-User Caps and Per-Event Export
GitLab's September 17 post on 19.4 adds per-user GitLab Credit caps set from a settings page, per-user overrides, and background exports covering 31 days with one row per billable event including session ID, namespace, LLM call count, token totals and models used. The seat is now explicitly a credit container: included promotional credits are 12 per Premium seat and 24 per Ultimate seat per month, applied per-user before any shared evaluation pool. Hitting the subscription cap suspends credit-consuming features for everyone until the next billing period, which makes agent consumption a budgeting problem an admin has to actively manage rather than a flat subscription line.
