Message center item MC1461678 confirms the usage-based billing rollout for GitHub Copilot harness agents and workflows in Copilot Studio completed on September 15, 2026, ending the grace period that began September 1. Both maker authoring activity and runtime execution now consume Copilot Credits, and the change applies retroactively to agents built before August 3, including ones in Dev and Trial environments; standard harness and Copilot Chat harness agents are unaffected. Anyone who prototyped agents in a trial tenant over the summer now has a live bill, and admins have to allocate credits and set budgets rather than discover the cost on an invoice.
