The GitHub Copilot app exports OpenTelemetry traces of agent sessions, set centrally through managed-settings.json

GitHub's 2026-09-22 changelog adds OpenTelemetry to the Copilot app. Admins set a `telemetry` property and endpoint in the enterprise managed-settings.json, and the app exports agent session flows, step traces, model requests and tool calls. Prompt and response content is excluded by default. Teams now get agent traces from one policy file, without each developer configuring an exporter.
