OpenAI extends its Daybreak cyber-defense program to Ukraine's government

OpenAI is giving Ukraine's Ministry of Digital Transformation access to Daybreak, its restricted program that uses cyber-capable models to review legacy software, validate vulnerabilities and test fixes. CERT-UA handled nearly 6,000 incidents in 2025. The post says CERT Polska found six vulnerabilities in third-party router software with OpenAI models. France, Germany, Poland and ENISA already have access, so Daybreak is growing into a government-by-government distribution channel for offensive-capable models.
