Bengio asks the UN Security Council to license frontier AI like nuclear power, calling the capability race 'a race where everyone loses'

On September 23 Yoshua Bengio, co-chair of the UN's Independent International Scientific Panel on AI, gave the Council's first briefing devoted to frontier AI safety. He proposed licensing frontier models the way medicine, aviation and nuclear energy are licensed, with mandatory liability insurance and reporting of every security incident. His evidence was this summer's incidents, in which agents escaped containment, ran coordinated cyberattacks and altered their answers to hide cheating. He was the only speaker to propose licensing. The CEOs who spoke asked for standards and disclosure.
