Codex Guardian now treats a user's goal edit like 'Inspect only; do not publish' as an authorization limit
Codex PR #47811, merged 24 September, records explicit user goal updates as authorization evidence for the Guardian approval reviewer and invalidates cached authorization when they change. Objectives too large to keep are dropped whole and their evidence is marked incomplete, so truncation can't turn a restriction into a grant. PR #47819, merged the same day, re-reviews a pending action against the latest instructions when new user input arrives mid-review, instead of aborting it. The action is denied if the retry budget runs out.
