Codex adds a 'Pro Max' plan tier and drops GPT-5.4 from its bundled catalogs

Codex PR #47971 (merged 2026-09-25) recognizes a new 'promax' plan in auth, account responses and rate limits, and relabels plans as Pro (prolite), Pro (More) (pro) and Pro (Max) (promax). PR #47932 removes gpt-5.4 from the bundled and Amazon Bedrock catalogs, including GovCloud, and prompts saved GPT-5.4 selections to migrate to GPT-6 Sol. OpenAI has made no public plan announcement, so the Pro Max tier is visible only in client code for now.
