A Frozen 4B Local Model Fabricated Ready Plans on 21 of 22 Unanswerable Tasks, and an External Gate Rejected All of Them

Mehmet Iscan's arXiv 2609.30219 separates candidate generation from release authority in mechatronic commissioning. A deterministic parser handles what it can, and a frozen 4B local model proposes the rest, but a plan is released only when an external gate can derive the required facts under a sealed grammar. On 144 tasks written by isolated agent contexts, the model committed fabricated ready plans on 21 of 22 routed unanswerable tasks, and the gate rejected all of them, with no false release among 83 releases. The pattern carries over to any agent pipeline: let the model propose and let a deterministic check decide.
