AgentCity: Constitutional Governance for Autonomous Agent Economies via Separation of Power

AgentCity proposes a governance framework for autonomous AI agents operating across organizational boundaries on the open internet, applying constitutional separation-of-power principles. As agents from different principals discover, transact with, and delegate to each other without centralized oversight, the paper addresses how to prevent collusion, enforce accountability, and manage disputes.
