Maine Governor Vetoes Nation's First Statewide Data Center Moratorium — Plans Executive Commission Instead

Governor Janet Mills vetoed L.D. 307 on April 24, which would have imposed the country's first statewide moratorium on data centers with 20MW+ load until November 2027. The veto protects an 800+ construction job project converting the former Androscoggin Mill in Jay (which lost hundreds of jobs when the paper mill closed in 2023). Mills said she would have signed the bill with an exemption for the Jay project and will establish a commission by executive order to examine data center impacts and protect ratepayers.
