The survey's sharper finding is diagnostic, not competitive. Most of what enterprises call agents are chatbots: a model wired to a chat interface, with the agent label added after the fact.
That gap matters for vendors selling orchestration as a neutral layer. If a company already picked its model, pitching orchestration on switching providers freely answers a question nobody in the survey asked.
I don't shop for orchestration layers first and then decide on a model. I pick Claude, and the tooling I use gets built around that already-made choice.
