Sam Altman confirmed OpenAI made "many changes" to its newest models after talks with Commerce Secretary Lutnick and Treasury Secretary Bessent, per Fortune. It's the first on-record acknowledgment from a frontier lab CEO that executive-branch input shaped a model before launch. There's no public record of what changed.
He described the exchange, in comments published July 9, as a "collaborative back and forth." Fortune's story doesn't say whether the changes touched safety filters, refusal behavior, or something else, and it doesn't include comment from Commerce or Treasury. There's no changelog, no model card note, nothing that lets anyone compare the model before and after the conversation. Anyone deploying these models in production is trusting an unlisted revision history.
