Transparency requirements, risk classification and documentation standards become enforceable for the majority of AI systems in the European market, including systems built anywhere that serve EU users. The Commission published its transparency guidelines for providers and deployers on July 20, and the Council gave final approval to the AI Omnibus amendments June 29, meaning the compliance target was still moving five weeks before the deadline. California's AI transparency act also becomes operative in August, and there's no US federal preemption of state AI law.
