ARCHER is a test-driven multi-agent program-synthesis harness for building-compliance checking. Evaluating six harnesses of increasing agentic sophistication across four backbone models, deterministic orchestration won for every backbone, improving mean union accuracy 82% over naive single-pass prompting.
