Pax Silica launched last year to secure supply chains for AI models, chips, and minerals, and counts about two dozen members. Kazakhstan already joined China's competing coalition, which makes it the first country facing the ultimatum.

The enforcement problem: Reuters describes diplomatic pressure, not a technical block on downloads. Kazakhstan won't be the last member to stay in both coalitions instead of picking one.
