Thomson Reuters built its newest legal AI model, Thomson-1.0-Small, by continuing to train Qwen's open weights instead of pretraining from scratch.
The approach cost more than $40 million. It signals that even a company sitting on decades of Westlaw and Practical Law text found more value adapting a model than building one from scratch.
The model is a 35 billion parameter mixture-of-experts with 3 billion active per token, built from Qwen3.6-35B-A3B. Thomson Reuters trained it on case law, contracts, statutes and practitioner guidance from Westlaw and Practical Law, using less than 10% of its legal corpus.
It scored 79.9% on Stanford LegalBench and averaged 74.6% across its full benchmark suite.

One objection on r/LocalLLaMA argues domain models should learn how a field works, then retrieve aggressively. Baking case knowledge into a model's weights makes it stale the day the law changes.
Retrieval ages better than memorization here, and I'd bet Thomson Reuters retrains this model before Qwen ships its next one.
