A new study of Apache, Mozilla and Red Hat bug trackers finds better prioritization barely helps once a queue is already full.

Security queues absorb 94 to 100% of new issues while already full, per a study spanning Apache Jira, Mozilla Bugzilla and Red Hat's security errata. That leaves no room for better prioritization to help. The paper argues remediation throughput, not triage accuracy, controls how fast critical bugs get fixed as AI speeds up vulnerability discovery.
Apache's resolution times are heavy-tailed: a small share of issues sit open far longer than the rest, no matter how they're ranked. The researchers also tested models that use queue context to predict resolution time, and those models only moderately outperformed simple project-level baselines. Smarter ranking algorithms aren't doing as much work as assumed.
Capacity mattered more than ranking. Queues that moved from overloaded to draining resolved issues faster than any ranking change achieved. Severity-first sequencing also cut delay on critical items when capacity stayed fixed.
A team adding a CVSS-scoring layer on top of an already-full backlog should expect the same resolution curve as before, just with better-labeled tickets. The paper doesn't say how fast AI-driven discovery volume is projected to grow. It also doesn't say whether any of the five Jira organizations studied have tried adding headcount or automation to relieve the bottleneck directly.
