The buildout follows Microsoft turning away AI customers for lack of room, while Oracle's cloud backlog reached $664B.
Why now: Bloomberg published its capacity report September 10, and Oracle's fiscal first-quarter numbers show why Microsoft needs the extra gigawatts.
Microsoft wants to nearly triple its data-center capacity, from about 12GW to 38GW by 2032, according to Bloomberg's report. About a third of the new capacity is earmarked for AI, and the company has already turned away AI and cloud business for lack of room.
Oracle's fiscal first quarter shows the demand behind that plan. OCI revenue grew 121% to $7.4B, and the contract backlog reached $664B. Oracle delivered more than 300,000 GPUs in the quarter, according to Oracle's fiscal Q1 results.
Google agreed to buy up to half the output of Finland's Loviisa nuclear plant through 2049, per World Nuclear News. That's a company locking in grid capacity decades out instead of counting on getting it another way.
Governors in Texas and New York have already halted some data-center projects. No amount of money Microsoft or Oracle has can fix that risk.
Watch where the next halted project shows up. A halt in a state that isn't Texas or New York would mean the constraint has moved from local to national.

In its Q3 FY2026 earnings ($82.9B revenue, +18%), Microsoft disclosed something more important than the revenue number: a structural shift in how software gets sold. The company's AI business crossed $37B annual run rate, up 123% year-over-year. But the real signal is the pric...
