The loader is gated by the remote flag `tengu_agents_md_mod`, which falls back to false. With `DISABLE_TELEMETRY=1` or `CLAUDE_CODE_DISABLE_NONESSENTIAL_TRAFFIC=1` set, AGENTS.md is silently ignored through at least 2.1.280. The author confirmed it with a canary-word test. Issue #95690 is still open, and the 2.1.281 changelog does not mention a fix, so the HN title's '[fixed]' tag is unconfirmed. The workaround is a one-line CLAUDE.md containing `@AGENTS.md`.
