The author's proposed explanation for why it stayed unsolved is that the key was not officially documented as in use until 1918-12-09, later than the message. Verification is the author's own: HMS Canterbury's logs record an English cruiser reaching Sevastopol on 1918-11-24 and an allied squadron on the 26th.
