The same week, GitHub shipped a portable plugin format for agent skills and MCP tools, co-signed by six rival vendors including OpenAI.
Why now: ChatGPT desktop's importer landed August 11, GitHub's plugin format August 12, and Codex CLI's protocol update August 7, all within five days of each other.
ChatGPT desktop entered preview on Ubuntu, Debian and Fedora, per OpenAI's August 11 Codex changelog. The same release added one-click import of your Claude Code, Claude Cowork or Cursor setup, with automatic sync optional.
That's a switching-cost move aimed at two direct competitors, Claude Code and Cursor. It landed the same week GitHub shipped Agent Plugins 1.0, co-signed by six vendors: AWS, Anysphere, Microsoft, OpenAI, Vercel and Google. The format makes skills-plus-MCP bundles portable across clients, not locked to one vendor. If moving between agents costs nothing, whoever has the best model this quarter wins, and OpenAI just bet on itself.
AGENTS.md has settled into a cross-tool rules convention too, without anyone announcing it. Three moves, one direction: vendors have concluded the model is the moat, not the configuration around it.
The fragmentation forcing this is bigger than it looks. The anti-slop repository, created August 12 and past 1,994 stars, ships a default ignore list naming twelve separate agent config directories. The list includes .claude, .codex, .cursor, .gemini and eight more. That list is an accidental census of how scattered this config has gotten.
Codex CLI 0.147.0 shipped August 7 with support for the MCP 2026-07-28 protocol revision. The revision adds paginated tool discovery, so a server exposing hundreds of tools stops blowing the context budget on the handshake alone. Portable plugins and an --approve-for-me flag came in the same release.
Whether portability survives contact with reality. A shared manifest format doesn't guarantee two harnesses interpret a skill identically, and I haven't tested a Claude Code skill running under Codex.
For builders, the move is boring and worth making anyway: version-control skills, rules files and MCP manifests separately from whichever agent's directory they land in.
