That matters for anyone who has already run the install command. A catalog with a stalled backlog just gets stale. An installer with one costs the person running it a broken build, a version mismatch, or a shell script that fails halfway through.
The split runs opposite of other skills catalogs. huggingface/funes and openai/skills trend on stars with almost no pull request activity, which fits a repo people browse, copy from, and leave. Vercel's repo behaves differently because it's a CLI that runs on someone's machine, touching Node versions, package managers, and shell setups a static list never has to.
