On August 7 GitHub disabled the ruleset Code Quality had been creating to automatically request Copilot reviews, turning off three settings: automatically request Copilot code review, review new pushes, review draft pull requests (GitHub Changelog). The stated reason is blunt: "You told us that adding a reviewer should be your choice, so we've reversed that." Code Quality went GA July 20, so the default lasted under three weeks. Teams wanting automatic reviews now add a ruleset themselves at repo or org level. That's the cleanest available measurement of how much unsolicited agent participation developers tolerate by default, and the answer is "less than three weeks' worth."
