MCP Inspector's skills budget goes per-server, and 0 deliberately doesn't mean unlimited.

PR #2367 turns the hard-coded 256-skill / 64 MiB run-level ceiling into skillCatalogMaxSkills and skillCatalogMaxBytes on each server's mcp.json entry. Both must be positive integers, because the bound is what makes --verify terminate, and the API rejects bad values with 400 while the disk converter drops them with a warning. Enforcement lives in one resolver so the CLI and TUI both pick it up. Sibling PR #2372 adds --protocol-era, so a wrapper minting short-lived bearer tokens no longer has to write them to disk every launch just to set the era.
