CVP is what lets verified researchers get Opus to work on security tasks its safety filters would otherwise refuse. Some commenters say they were approved for reasons that weren't even cyber-related, which suggests the bar is lower than the word "program" implies.
Approval doesn't turn the filters off. According to commenters, Opus keeps questioning requests even from verified accounts, so CVP changes who gets access, not what the model will do once they have it.
